The Federal Employee Program (FEP) contracts with the Blue Cross Blue Shield Association (BCBSA) to administer benefits for federal employees across the nation. Changes to the utilization management (UM) guidelines for the FEP hearing aid benefits under BCBSA were implemented on January 1, 2024 (BCBSA, 2024a) and further amended with those edits becoming effective April 1, 2024 (BCBSA, 2024b).
